| Carmen wanted to make his ice cream stand more inviting for his patrons by constructing a small deck and place a few picnic tables. Onondaga County required he would need to spend over $30,000 to install granite curbing along Buckley Road using this small unrelated change as a justification. This made no sense and happens all to often to small business owners. |
